In an opinion piece, Cllr Clyde Loakes, Vice Chairman of the Local Government Association’s Environment Board, calls for the scrapping of a legal loophole which makes it almost impossible to punish people who throw litter from cars. He writes:
“More than 100 councils have told the Local Government Association that they want a change in the law. An effective solution, and one that is supported by Keep Britain Tidy and the Campaign to Protect Rural England, would be to make the owner or keeper of a vehicle responsible for littering offences unless they can prove it was someone else.”
