Changes to Street Cleansing from 1st April 2017

Image result for Road Sweeper WalsallWalsall Council’s Clean & Green service has been re-designed to maximise the use of the resources they have whilst minimising the impact that will inevitably occur to neighbourhood areas as a direct result of budget cuts forced on the Labour/Liberal Democrat joint administration by Theresa May’s Tory Government.

It’s not all bad news as the new team running Walsall since last May has listened to what residents have had to say on the subject of street cleansing and have taken the opportunity to change the way it deals with the problem.

The first thing that residents will notice is that for the first time they will know when they can expect their area to be deep cleaned.  The area will be litter picked, paths and roads will be mechanically swept, weeds removed, and the area around street “furniture” such as signs, railing, bins, benches etc. will be cleaned.

Using the map and schedule you can find out when to expect planned street cleaning in your area.  The way it works is that a Clean and green team will be in your area for four days before moving on to the next area. The teams work a four day on four days off shift pattern giving a fifty-two week a year seven days a week service.

 Key benefits of new proposal:

  1. Residents are guaranteed a scheduled sweep at given dates throughout the year, profiled across areas to meet levels of deterioration, making the service more transparent (refer to attached schedule and map).
  2. Residents can look up an annual schedule on the council web-pages to identify when services will be in their area.
  3. Volunteer group litter picks & community clean ups can be co-ordinated throughout the year and planned and managed to compliment routine council operations.   It will also allow residents to move parked cars on scheduled dates to gain access for cleaning street gutters.
  4. The routine scheduled service will be complimented by a re-active maintenance service tackling fly tipping along with emptying street litter bins, work on district and town centres, and enforcement activity for environmental crime.
  5. Barrow routes have been re-introduced in six areas, including areas of Willenhall, Chuckery, Caldmore, Palfrey, Pleck & Birchills (see barrow route schedule below).
  6. The schedule enables focused periods of time in areas throughout the autumn leaf fall period to prioritise leaf clearance from the highway at this peak time of the year. This will also be complemented by grounds maintenance resources.
  7. The schedules have been prioritised using data intelligence, informed by demands through complaints and service requests, levels of deterioration, hot spots etc. The schedules have been tailored to maximise the impact of limited resources, whilst providing services for all.

Town & District Centres:

Town and district centres will be serviced with a combination of designated resources in the form of barrow routes as described plus a combination of precinct (mechanical sweeper) operations and litter picking e.g.

Walsall town centre – will be tended on a daily basis with a barrow operative plus daily visits from the precinct sweeper in areas such as Park Street, Bridge Street, Intown Row, Butlers Passage, Darwall Street, Leicester Street, Hatherton Road, Station Street, Bradford Place, The Bridge and Lichfield Street.

Aldridge District centre – Anchor Road and High Street every other day.

Brownhills High Street –  High Street and Silver Court every other day, alternate to Aldridge.

Bloxwich High Street – High Street, Samuel Street, Elmore Row and Market Place every other day.

Pelsall High Street – every other day alternating with Bloxwich

Willenhall Centre – Stafford Street, Union Street, Upper Lichfield Street, Lower Lichfield Street, Wood Street, Walsall Street every other day.

Darlaston Centre – King Street, Victoria Road, Crescent Road, Picture Drome Way, New Street every other day alternating with Willenhall.

Local shop fronts – such as New Invention, Leamore, Blakenall, Beacon Road, Walsall Wood, Lane Head etc. will be litter picked routinely with the resources allocated to street bins within the reactive maintenance team, approximately every other day.
